The municipality is there to meet the citizens’ interests and serve their needs, i.e. the municipality is there because of the citizens.
The Constitution of R Macedonia and the Law on the Local self government prescribe the cast of the right to a local self government. The decentralization process and the process of involvement of the citizens are connected closely.
The term “Direct participation of the citizens”, explains individual or group involvement of the citizens in different levels of decision making processes about the issues essential for the local community.
In this direction and in the frames of the MOST program “Local self government”, the program staff in cooperation with the issue related experts has produced “Guides for Citizens participation in the processes of policy creation and decision making in the local self government”. The Guides are developed in a way the citizens and the municipality administration to be introduced with the possibilities for citizen’s involvement in the processes on a local level.
Establishing a bonded relationship between the citizens and local self government is not done only by election of people’s representatives on a local level. This relationship should be built and upgraded on a daily bases.
Only continuing two ways communication channel between the citizens and municipality can produce quality decisions on a local level and high level of cooperation and democracy. This process leads to improvement of the everyday life quality of the citizens.
The Guide for the citizens (available in Macedonian and Albanian languages), CSOs, informal groups of citizens and civil initiatives, is developed as resource which provides overview of the local self government competences as well as of tools and institutional mechanisms for citizens’ participation and involvement in the processes of policy creation and decision making on a local level.
On the other hand, the Guide for the municipality administration (available in Macedonian and Albanian languages), as a resource provides overview of the tools and institutional mechanisms that can be used by the administration with aim to include the citizens in the processes of policy creation and decision making on a local level within the frames of the municipality competences.
Besides the educational elements, these Guides will secure the importance of the citizen’s participation in the policy processes on a local level to be well understood.
The Guides are composed of practical examples that describe the relation between the institutional mechanisms for citizens’ participation in the processes on a local level and the competences of the municipalities prescribed by the laws.
